Paul was saying that Christ fulfilled the requirement for us to be in right standing with God. The right requirement is now in His blood and not in our doing the law. His blood gives us the ability to fulfill the love commandments because we are in right standing with Him. The ability for us to do anything is the Holy Spirit. He and only He is our ability to do anything right. In order to do anything “good” you have to be able to go beyond yourself because you already know your ability without Him and all you could produce was much lower than His standard.
So the requirement of being right with God is met by faith in the work of Jesus and the gift of the Holy Spirit.
